Context:You will be responsible for leading and overseeing:· Engineering,· Design Management;· Systems Engineering; and· Safety Assurancefunctions in the delivery of safe, efficient, and reliable rail infrastructure projects throughout whole project lifecycle. Key responsibilities include design management, engineering oversight, systems and safety assurance, delivery readiness, integration, verification and validation, testing and commissioning, and coordination of technical activities required to achieve revenue service.The ideal candidate will bring extensive rail industry experience and leadership skills, possessing a deep understanding of industry standards and regulatory requirements. Missions/Main Duties:Key ResponsibilitiesEngineering· Lead and co-ordinate all Project Engineering activities ensuring that all rail infrastructure and operations meet regulatory, safety, and compliance requirements.· Ensure cost effective technically compliant solutions are identified and developed through design, construction and entry into service.· Proactively identify, analyze and resolve Technical and Engineering risks and challenges.Design Management· Lead and co-ordinate all Project Design Management activities ensuring that all rail infrastructure and operations meet regulatory, safety, and compliance requirements.· Lead and manage integration, design assurance, and design collaboration across Engineering streams.Systems Engineering & Safety Assurance· Lead and co-ordinate all Systems Engineering & Safety Assurance activities to ensure that all rail infrastructure and operations meet regulatory, safety, and compliance requirements.· Lead System Safety Assurance and Systems Engineering processes; interfacing with Metrolinx System Review Panels (SRP), Operations Review Pannels (ORP) and System Safety Assurance (SSA).· Lead implementation of effective System Assurance processes in line with CMREA, ISO 15288, and EN 50126.Stakeholder and Team Management· Leads by example to inspire and empower the team.· Fosters a positive, high-performing, and inclusive team culture, supporting team members and colleagues.· Act as the primary point of contact for major project related Technical and Engineering matters.· Lead a multidisciplinary Technical Services team, providing guidance, mentorship, and fostering a culture of safety, quality, and accountability.· Collaborate with internal and external stakeholders to support project objectives and address any compliance or operational concerns.· Act as the primary point of contact for safety-related communications with clients, certifiers, regulators, and senior management.· Provide guidance and technical mentorship to junior engineers and project staff.· Promotes a proactive Safety culture across the organization and within Delivery Teams. Profile/Skills:Education and Experience:· 20+ years of experience in the rail industry, with demonstrable expertise in project lifecycle management.· Extensive experience in leading multidisciplinary teams on rail infrastructure projects and delivering complex engineering and technical solutions.· Minimum of a bachelor’s degree in engineering, or a related technical field preferred.· A thorough understanding of safety, compliance, and operational standards.· Detailed understanding of innovative methods of project delivery, staging, planning, testing and commissioning.Technical and Professional Competencies:· In-depth knowledge and experience of rail infrastructure projects in the areas of engineering, design, construction, systems engineering, safety assurance, testing and commissioning and entry into service processes.· Advanced knowledge of commuter railway systems, including, track, stations, civil works and facilities, tunnels, guideways, Electrification and signaling systems.· Knowledge of work planning and corridor access management.· Proven ability to effectively lead multiple projects within a wider portfolio of mixed value and complexity schemes.· Possess a strong understanding of regulatory requirements and experience of working with compliance and safety standards in a highly regulated environment.Professional Memberships:· Professional Engineering Certificate (P.Eng) or equivalent.· INCOSE Certified Systems Engineering Professional (CSEP) Certification - Preferred.· PMI Project Management Professional (PMP) certification – Preferred.Key Skills and Attributes· Excellent leadership and team management skills, with the ability to guide and motivate a diverse technical and project delivery team.· Strong analytical, problem-solving, and decision-making skills, with the ability to resolve complex project challenges.· Effective communication skills.· High level of organizational skills, with the ability to manage multiple priorities and deliver results under tight deadlines. :SYSTRA Canada is committed to having a diverse and inclusive workforce.
