About the Role:The Policy Analyst – Rights, Research & Policy Branch is responsible for proposal writing, assisting in the development of program design and guiding principles. The Policy Analyst contributes to guidance on program and services structure, delivered and measured within the RRP Branch. The Policy Analyst is responsible for complex policy issues, frequently dealing with abstract concepts and operationalizing them to secure funding, develop programming, or, to address political, economic, environmental, cultural, social or demographic needs / opportunities. This frequently requires in-depth review of historical documents, literature review, policy review and applicable Federal, Provincial documents.The Policy Analyst will further provide operational support on project initiatives managed by the RRP Branch, and these activities would include the processing of internal financial transactions, planning community engagement and developing presentations, development of community-based surveys, developing project milestone or work breakdown structures, and co-ordinating project activities with external consultants, vendors, and community leadership.What you will be doing:
Assist in the development of programs, policies, and proposals based on demographic, social and economic research, and analysis
Conduct program and project evaluation, using a variety of research and evaluation tools
Collaborate with internal and external sources to identify the strengths and weaknesses of a program
Evaluate pilot projects and assess impact in order to secure longer term funding or other supports
Utilize specialized knowledge to meet program, Branch and organizational needs
Analyze processes, procedures, programs and other systems, and collect data useful to identify opportunities for additional impact or improvement
Promote, track, and measure compliance with program guidance by creating and implementing appropriate data collection, reporting, and/or recordkeeping processes
Promote the values of the organization within the workplace and in the community by demonstrating positive and professional relationships with others (employees, citizens, council, volunteers, advocates, etc.)
Report all unsafe conditions, hazards or practices, accidents and incidents in accordance with the Occupational Health and Safety Act and adheres to all Health and Safety requirements within the MNO’s policies and procedures and provincial legislation.

Qualifications:
1 to 3 years of experience in a similar/comparable role
Masters Degree OR University Degree + Professional Designation in a related field or equivalent combination of education and experience.
Experience dealing with confidential information
Demonstrated ability to write high quality evidence and data-based reports and professional presentations
Demonstrated ability in policy and program development and evaluation
Demonstrated ability to quickly acquire and expand knowledge and to be flexible in a demanding and dynamic environment
Strong desire to act in the service of the Métis Citizens, to advance and uphold rights and culture
A high degree of technology literacy and proficiency in standard office equipment
Advanced communications skills, both written and verbal
Strong research and analytical skills
Strong project coordination, including the design and implementation of project work-plans

Preferred Qualifications:
Knowledge of Métis-specific and broader Indigenous policy and research, key challenges, and programs
Completion of a Master of Public Administration (MPA), Master of Public Policy (MPP), or Master of Public Affairs or similar
