Job Summary:
We are seeking a Senior Business Analyst to support enterprise-level digital transformation initiatives within a public sector environment. The role involves requirements elicitation, business process analysis, stakeholder engagement, and supporting solution delivery across the full SDLC while ensuring alignment with governance and architectural standards.
Experience and Skill Set Requirements: MUST HAVES:
Strong experience with SDLC methodologies (Agile & Waterfall) and sprint delivery
Experience using Azure DevOps and Jira for requirements management
Strong stakeholder engagement and requirements gathering experience
Ability to develop business cases and navigate governance approvals
Experience documenting end-to-end BA deliverables (BRD, FRD, RTM, use cases, etc.)
Modeling & Methodologies
Strong experience with SDLC methodologies including Agile and Waterfall
Experience leading sprints and iterative delivery approaches
Experience with business and object-oriented modeling (UML tools and techniques)
Knowledge of Public Sector Digital Service Standards and digital assessment processes
Experience with Zachman framework and Architecture Governance deliverables
Technical Skills
Experience analyzing and estimating system applications in complex environments (mainframe and mid-tier)
Experience working with legacy systems and modernization initiatives
Experience with COTS implementations (e.G., Oracle Siebel)
Experience documenting requirements using Azure DevOps and Jira
Experience with Client ALM (Quality Center) for testing support
Experience with prototyping tools and mock-ups
Experience with repository tools such as PowerDesigner
Experience with reporting tools such as Power BI
Business Analysis Skills (25%)
Strong experience engaging business and IT stakeholders to gather and define requirements
Ability to create business cases and navigate governance approvals
Experience documenting full range of deliverables (BRD, FRD, use cases, RTM, process models, etc.)
Experience facilitating JAD sessions and sprint workshops
Experience conducting feasibility analysis, scoping, and estimation
Strong experience in requirements lifecycle (elicitation, analysis, validation)
