- Leads the development of New and modified Rail Service Plans (using specialized applications and software and taking into account rail network interference resulting from multiple users of shared rail network) to support planned service level increases to improve ridership, revenue and asset utilization.
- Leads a team of specialists in the development of alternative service plans to determine those plans which will deliver optimal results when measures against customer requirements, effective asset utilization and cost effectiveness.
- Designs the service plans which are deployed through a multi-stakeholder Service Readiness process. Service plans must meet strict deployment impact requirements so that adverse impact on customer experience, brand reputation and revenue generation are not adversely impacted.
- Lead the development of requisite competencies and capabilities within the Service Design team to effectively utilize the acquired software to design, and deploy new service plans, and to test and assess service plans developed by third party service providers.
- Communicates and provides support to both internal and external clients to enhance and achieve organizational goals.
- Works with staff at all levels to exchange information, coordinate efforts, and resolve issues.
- Collaborates with all stakeholders across Metrolinx and with external Consultants to ensure alignment of activities and other ongoing initiatives.
- Fosters a safe and healthy work environment; ensures project teams and contractors comply with health, safety and environmental standards that meet or exceed legislated requirements.
- Drives innovation by reviewing and analyzing processes to identify gaps and opportunities for improvement.
- Keeps up to date on emerging trends, behaviors and industry best practices by researching, developing, and maintaining awareness of industry best practices.
- Develop and maintain an environment of positive collaboration through strong working relationships and linkages between business units and departments, and between Metrolinx and others.
- Completion of a degree in Information Technology, Engineering, Transportation, Economics, Planning, or a related discipline - or a combination of education, training and experience deemed equivalent.
- Demonstrated years of experience in Operations / Service Planning.
- Knowledge of Open Track and other train simulation and modeling software is an asset.
- Heavy rail train simulation experience is an asset.
- Leadership ability to coach, mentor and manage a team of technical project professionals.
- Interpersonal and oral/written/presentation skills to liaise with all levels within the organization; to work effectively with specialists across multiple sectors.
- Ability to understand and communicate complex business requirements to stakeholders.
- Project management skills, including work planning, monitoring, and evaluation expertise, to manage multiple projects with competing priorities and tight deadlines.
