- delivering effective tools, procedures, and training for systems engineers across the organization;
- developing and implementing an accurate measurement and reporting framework for engineering metrics;
- enforcing effective information management tools and process to manage design data and technical baselines; and
- ensuring that achievement of project milestones is supported.
- Responsible for the systems engineering management plan for the department and projects
- Oversee systems engineering activities and the execution of engineering processes;
- Contribute to bids and proposals by reviewing design proposals and preparing and/or reviewing systems engineering estimates;
- Work with project engineers, customers and stakeholders to plan engineering metrics and to implement measurement and reporting plans;
- Identify training needs related to systems engineering; prepare training plans; and contribute to development and delivery of systems engineering training;
- Identify and prioritize process improvements and lead the implementation of selected improvement activities;
- Assess the effectiveness of software and tools used for systems engineering and recommend improvements;
- Review systems engineering artefacts such as trade studies, systems specifications, system architecture and interface documents, and ensure that quality objectives are achieved;
- Manage technical documentation including technical specifications, design, manufacturing and test/verification documents;
- Organize engineering baselines and coordinate effective design reviews; and
- Manage budget and resources allocated for systems engineering.
- Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
- Comprehensive knowledge of systems engineering processes;
- Significant experience working as a systems engineer on large complex defence projects;
- Proficient with software tools used for systems engineering (ie. requirements management, systems architecture and modeling, engineering change management, product life-cycle management)
- Planning, organization and information management skills;
- Experience leading diverse teams;
- Knowledge and experience with control account management; and
- Working knowledge of project management
- Knowledge of communications and information systems used by armed forces - eg. voice and data communication, radio communication, satellite communication
- Experience working in naval or marine environments;
- Licensed Professional Engineer or other relevant professional certification;
- Must be eligible for registration with the Controlled Goods Program;
- Must be eligible to obtain and maintain a government of Canada “Reliability” status and Level 2 (Secret) security clearance.
- Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR).
