Why is this role important?The Program Consultant is responsible for the ongoing maintenance and enhancement of CIHI's hospital acute and ambulatory case mix grouping methodologies - Case Mix Group+ (CMG+) and Comprehensive Ambulatory Classification System (CACS).
The Program Consultant is also responsible for working closely with other Case Mix staff to execute changes to CMG+ and CACS that align with the products business logic and support the development of resource utilization indicators.
This role works closely with external stakeholders to educate and support the use of CMG+ and CACS nationally.What you'll do1. Leads the ongoing maintenance of CIHI's inpatient and ambulatory case mix grouping methodologies (CMG+ and CACS respectively).
2. Identifies areas within CMG+ and CACS grouping methodologies where changes are required to improve the clinical and cost homogeneity of case mix cells.
3. Leads and oversees cross functional teams made up of internal and external stakeholders in the development and execution of activities, projects, and supporting documentation.
4. Works with a multi-disciplinary team to lead test modifications to the grouping methodology, including developing test cases, comparing output files and supporting efforts to debug and sign off on CMG+ and CACS annual products.
5. Provides guidance to Health Information Management professionals to understand and quantify the clinical relevance and impact of potential changes to grouping logic.
6. Collaborates with the Senior Business Analyst to ensure that proposed changes to case mix grouping methodologies are in line with product requirements and grouper logic.
7. Develops and maintains relationships with external stakeholders, including health professionals, seeking consultation, as necessary, to assess the impact to the clinical homogeneity of case mix groups and to identify emerging procedures that the grouping methodology needs to incorporate.
8. Provides leadership and guidance to staff. Contributes to the supervision and coaching of staff to ensure quality, continuous learning opportunities and on-time completion of deliverables and commitments.
9. Consults on the technical and methodological direction of products and services to support Case Mix's overall business strategy.
10. Prepares and presents content as the subject matter expert to internal and external stakeholders which includes documentation, reports, and presentations related to projects and activities.
11. Establishes project workflow across internal stakeholder groups, ensuring that project goals are well defined and communicated and that all related project documentation is completed.
12. Meets timelines and milestones by monitoring deliverables. Proactively identifies resource requirements and potential risks. Provides data driven recommendations to support decision making.
13. Evaluates all products and services to ensure that they are completed in compliance with CIHI Privacy and Confidentiality Policies and Procedures, including the ethical use of data.What you'll bring to the table
  • Undergraduate degree in statistics, health economics, biostatistics, epidemiology, health information or another relevant field, or graduate of a recognized Health Information Management Program with current CHIM certification or Québec equivalent.
  • Minimum 5 years experiences working in a health-related field, that included using case mix grouping products, decision support analysis and/or hospital classification systems.
  • Experience with clinical administrative database (i.e. DAD and NACRS), including working knowledge of their abstracting standards and the associated case mix grouping methodologies - CMG+ and CACS.
  • Strong working knowledge of health information standards and the application of classification and terminology standards, specifically, ICD-10-CA, CCI, and ICD-11.
  • Strong understanding of the needs and requirements of Decision Support Analysts, that use CMG+ and CACS to help drive decision making for hospital staff and senior leaders.
  • Project management experience in a health environment, working with multi-disciplinary teams. Proven experience using project management tools to plan, track, and report on project progress.
  • Demonstrated leadership capabilities; supervisory experience is an asset.
  • Self-directed, and able to work with minimal supervision, while working effectively within a large, interdisciplinary team.
  • Strong problem-solving skills, with an emphasis on product and service development for business decisions.
  • Strong interpersonal and presentation skills, including the ability to document findings and communicate complex ideas in simple terminology (both orally and in writing).
  • Understanding of Canada's healthcare system.
  • Ability to meet occasional travel requirements.
  • Fluency in English is required, bilingualism in both official languages is considered an asset.
