Campus: St. George (Downtown Toronto)Description:Working under the general direction of the Director, Utilities and Building Operations, the Chief Operating Engineer & Manager, Central Steam Plant oversees the entire St. George Campus which operates as a single licensed, First Class TSSA (Technical Standards Safety Act) registered plant. The Central Steam Plant is the 4th largest in Toronto providing thermal energy to over a 100+ buildings and electrical energy to one third of the campus. The campus spans over 1 ½ city blocks in downtown Toronto, providing power to approximately 12 million square feet for 100,000 people daily, including external clients. The overall site responsibility includes all TSSA regulated equipment used on the St. George Campus by staff, Faculty, students and operations. The incumbent of this position is accountable and liable directly to the TSSA regulatory body in accordance to the Technical Standards Safety Act, Boiler and Pressure Vessels Ontario, Regulation 220/01 and Operating Engineers Ontario, Regulation 219/01. This position is also responsible for managing an annual financial budget of approximately $16 Million.The Chief Operating Engineer & Manager, Central Steam Plant provides a wide range of professional services that include all aspects of utility and building operations engineering and associated mechanical engineering as defined by the TSSA. Key services include reviewing design, specifications and drawings on renovation projects, identify load requirements and thermal supply, regulatory compliance; inspecting new installations and steam systems to ensure they adhere to construction and renovation drawings and specifications; recommend corrective action and commissioning of new installations based on inspection of thermal systems; provide technical expertise to Project Management, Design & Engineering, Trades staff, and external contractors on complex building utilities issues.The Manager is also accountable to the TSSA for overseeing all Building Operating Engineers on the St. George campus with respect to ensuring they receive ongoing training to properly operate building systems, overseeing steam time for license progression, safe daily operations of building systems (e.g. chillers, high and low pressure boilers,) and the Central Steam Plant and ensures they are all TSSA compliant.Qualifications:EDUCATION:Must have a First Class Operating Engineer Certificate of Qualification. University degree in Engineering and a Professional Engineering licence to practice in Ontario preferred.EXPERIENCE:Minimum of ten (10) years’ experience in plant operations and control as a First Class Operating Engineer as per the TSSA regulations. Minimum five (5) years’ experience managing staff in a unionized environment. Experience managing operating budgets. Sound experience and knowledge interpreting and applying the TSSA and dealing with officials from this governing body.SKILLS:Proficient computer experience with Microsoft Office Suite and Building Automation Systems. Requires sound financial management and project management skills. Must have knowledge of the Ontario Building Code, TSSA, WHMIS, Pressure Vessels Act, Occupational Health and Safety Act (confined space regulations). Must have thorough knowledge of all types of steam plant equipment and building operating equipment including high pressure boilers, co-generation facilities (gas turbines, and electric generators), pumps, controls, compressors, refrigeration, HVAC, chillers, and air handling.OTHER:Excellent oral and written skills; strong interpersonal, leadership and organizational skills; demonstrated ability to provide a high level of service under pressure with multiple demands; excellent analytical and problem solving skills; ability to exercise good judgement and initiative and a strong commitment to providing excellent customer service.Closing Date: 04/30/2024, 11:59PM ET
