Candidate resumes must include first and last name, email and telephone contact information.DescriptionBackground InformationThe Consumer Access and Client Integrations team is tasked with the digital planning and implementation of provincial strategic clinical projects. These are often complex multi-year endeavors that require senior resource oversight to coordinate stakeholders and project activities. The Senior Program Managers, under the Director of the Consumer Access and Client Integrations team, take on strategic projects, such as the provincial Primary Care Program where they will work on:
  • Arranging oversight meetings
  • Program Performance Monitoring
  • Promotion of Strategic Partnerships between stakeholders of the Programs
Must haves:
  • 7 to 10 years’ experience project managing digital health projects, ideally with experience deploying clinical software systems, including health information systems, electronic medical records, eReferral solutions and patient portals.
  • Experience with and knowledge of Project Management concepts (e.g. project goals, risk, scope, participant roles, planning, quality management, risk management and change management)
  • Excellent Leadership, Team Building, and Communication skills, including experience with presenting to C-suite and Executive Leadership Groups across the health sector
  • Strong stakeholder management, vendor relations, planning and resource management skills
  • Time Management, with the ability to manage tight deadlines and prioritize multiple projects
  • Collaboration, coordinating tasks, and ensuring that everybody works together effectively, this also involves conflict resolution
  • Demonstrated experience leading and overseeing program strategy development from inception through to project close-out
  • Demonstrated ability to develop successful relationship and build agreement with high-level internal and external stakeholders
  • Demonstrated experience understanding and articulating executive expectations and translating into program deliverables
  • Experience developing budgets based on multiple funding channels and cross-organization dependencies
  • Demonstrated experience with privacy and security requirements of software development and integrations in a healthcare or clinical context.
Responsibilities:The Senior Program Manager will lead and support various Agency initiatives, including management of activities, issues, risks and service change requests to ensure successful and on-time deployment.
  • Work with internal stakeholders to report project progress
  • Work with internal stakeholders for budgeting oversight, tracking and reporting
  • Define, implement and operate the program governance
  • Establish/Manage relationships with Agency product owners
  • Establish/Manage relationships with Canada Health Infoway
  • Engage with Legal authorities to evaluate program responsibilities
  • Engage with Privacy authorities to evaluate program responsibilities
  • Engage with Security authorities to evaluate program responsibilities
Desired Skills:
  • College/University undergraduate degree in Health, Computer Science, Engineering, Business or related discipline from a recognized institution or equivalent experience
  • Professional certifications: Project Management Professional; Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge and/or Lean Six Sigma
  • Demonstrated project management software skills and experience e.g. MS Project, MS Teams etc.
  • Knowledge of Ontario’s healthcare landscape including the Electronic Health Record, EMR Systems (TELUS Health, WELL EMR, and Accuro), Provincial Digital Services, Hospital Information Systems (Epic, Meditech and Cerner) and other Healthcare Information Systems used throughout the province
  • Experience with health system business implementation and deployment projects
  • Proven track record working with multidisciplinary teams
  • Experience in liaising with customers/stakeholders where customer service was a key focus to responding to queries, issues/risk management, etc.
  • Relationship building, facilitation and influencing skills to successfully partner with internal and external stakeholders
  • Ability to readily identify, assess and mitigate implementation and adoption issues
  • Knowledge of change management, business process integration, and/or evaluation/quality improvement, preferably in the health sector
  • Experience operating in highly political environments and across various organizational cultures
  • Working knowledge of privacy policies and legislative processes – Health Protection and Promotion Act (HPPA), Freedom of Information and Protection of Privacy Act (FIPPA) and Personal Health Information Protection Act (PHIPA) and associated Health Information Custodian (HIC) requirements would be an asset
Evaluation Criteria:
  • Experience working with healthcare professionals in the field: 15 Points
  • Knowledge and experience with Electronic Medical Records systems: 15 Points
  • Experience with the provincial Electronic Health Record and its assets like OLIS, DHDR, & acCDR: 10 Points
  • Knowledge of clinical workflows and associated business processes: 20 Points
  • Experience managing programs with complex governance structures, funding streams and many stakeholders: 20 Points
  • Demonstrated excellent time management, with the ability to manage tight deadlines and prioritize multiple projects: 10 Points
  • 7 to 10 years’ experience program/project managing electronic health-related projects and the complex relationships: 10 Points
DeliverablesDeliverables include, but are not limited to:
  • The Senior Program Managers will be required to work with the appropriate teams to:
  • Oversee and/or organize program and activities
  • Create and manage short- and long-term goals
  • Develop an evaluation method to assess program strengths and identify areas for improvement
  • Client Engagement and Client Management, including but not limited to health care organizations and technology providers
  • Manage Program schedules and milestones and provide program reporting
  • Manage Project Risk/Issue Management
  • Implementing and managing changes and interventions to ensure project goals are achieved.
Knowledge Transferred Details:
  • The candidate to develop knowledge transfer (KT) plan and obtain approval from Senior Program Manager at least two
  • weeks prior to the end of the agreement, and will include:
  • Documented outcomes from any regular status meetings, analysis, targets, workshops, etc. where key deliverables are developed and/or shared
  • Walkthrough of the deployments underway, assignments in the queue, go lives
  • Program health, status, issue, risk and change logs
  • Full knowledge transfer will be provided to the appropriate Agency team member(s) after KT plan has been
  • approved
  • All documentation and artifacts will be shared by the candidate as part of KT protocol.
  • All KT must be completed 2 days prior to contract end date to allow sufficient time for remediation of any identified gaps.
