- Provide day to day leadership and support to the Chief Flying Instructor, Chief Multi-Engine Instructor, Flight Scheduling/ Dispatch and KF Standards on all aspects of CFTS Flying Training
- Manage the subcontracted Rotary Wing (Phase 3) training services
- Control the quality of the services provided by sub-contracted organizations through effective performance monitoring and measurement
- Coordinate with other managers to ensure effective contract service delivery at mandated levels IAW the Statement of Work (SOW)
- Create an environment in which all resources can perform effectively and efficiently
- Participate in professional development and promote professional development opportunities for staff
- Develop and operate contingency plans for areas of responsibility that anticipate the needs of the customer, changes in resources and demand levels
- Manage the operation by defining and implementing policies, monitoring customer feedback, planning strategies, addressing problems, and ensuring corrective actions are taken promptly
- Manage the Flight Operations staff of KF Aerospace Defence Programs, including staff recruitment and selection oversight, assessing performance, managing continuous, operational or on the job training, planning and implementing corrective actions
- Supervise Flight Scheduling/ Dispatch department
- Assist the Flight Safety Officer (FSO) in the investigation of Flight Safety (FS) occurrences
- Ensure that all operations are conducted IAW current regulations, standards and air operator policies and instructions
- Take action on and disseminate aeronautical and safety information regarding the safety of the operations to affected personnel by the fastest available route
- Conduct data analysis based on course critiques using information collected via the Training Information Management System (TIMS) to support continuous improvement of the training program
- Maintain aircraft, facility, courseware, and Contractor Instructor Personnel information in the TIMS
- Direct operations to ensure effective and efficient contractual compliance
- Openly communicate with the customer to maximize productivity, quality, and timeliness of the Flight Training Operations
- Strong working knowledge of DND’s training systems, contract work instructions, military aviation documentation, and RCAF pilot training program history.
- Successfully completed an aviation management program conducted by a recognized academic institution and have had two years of aviation management experience
- Or have managed a civilian flying operation for five years
- Or shall be a former military member who has had a minimum of two years managing a military flying operation
- Preference will be given to a candidate with a Military A Category Pilot Qualified Flight Instructor or a TC Class 2 Instructor certification in either Fixed or Rotary Wing aircraft
- Previous managerial experience preferred
- Strong proficiency in Microsoft Office Suite
- A valid passport and driver’s license
- Able and willing to travel
- Prepared to work outside normal business hours when required
- Ability to obtain and maintain Public Service and Procurement Canada (PSPC) Level 2 Secret Clearance
- Ability to obtain Controlled Goods certification
- Excellent interpersonal and communication skills
- Bilingual (English – French) is an asset
- Post-secondary diploma or higher in Business Management or equivalent an asset
