Job SummaryThe City Clerk's Office, Strategic Protocol and External Relations (SPER) is responsible for leading the celebration and commemoration of City achievements, milestones and dates of observance, recognizing the achievements of Toronto residents and its communities, advancing international relations, and the delivery of a Public Education and tour Program.Reporting to the Manager, Partnerships and Community Relations, the Research Analyst 3 is part of a team that produces ceremonial documents and official correspondence for the Mayor, Members of Council and senior officials acknowledging various milestones, dates of observance, and various events locally and internationally.Major Responsibilities:
  • Responsible for researching, analyzing, writing, editing, proof-reading, producing, and processing highly specialized ceremonial documents and official correspondence that are issued by the Mayor, Members of Council and senior officials.
  • Creates documents that represent the view of the City of Toronto, Mayor and Toronto Council and are consistent in style, tone, political sensitivity, and format within tight deadlines.
  • Liaises with the Mayor's Office, City staff, other levels of government, external agencies and organizations, individuals, and citizens to clarify requests, research information and determine appropriate response that is politically and culturally sensitive.
  • Answers inquiries in person, by telephone, and in writing regarding program area and redirects non-program inquiries; facilitates service requests.
  • Researches, analyzes, and provides information on issues of national and international protocol, current events, awareness campaigns, and community organizations for both internal and external use.
  • Identifies and monitors information on social, economic, and environmental needs of the community to forecast problematic areas and needs. Maintains consistent, high editorial style, grammar, clarity, and audience suitability.
  • Inputs, tracks, and follows up on reports, documents, proposals and correspondence as required by the section.
  • Ensures that proper approvals from clients are obtained and deadlines for turnaround time are met.
  • Establishes and maintains electronic filing system for section.
  • Develops and maintains databases of projects, services, and contacts.
  • Contributes to development of communications format and style protocols, section policies and procedures.
  • Develops, designs, and updates web pages and blog.
  • Updates and maintains directories, statistics and communications used by all levels in the division including management staff. Produces statistical data and reports. Responsible for data entry, logging and routing official correspondence.
  • Ensures documents are appropriate and accurately reflect continually changing policies and procedures.
  • Responds to business related requests for service, research, and information both from internal and external sources.
  • Identifies trends, current civic and community issues and the potential implications.
  • Supports the section and division in their functions and activities; assists section staff with logistics and activities, coordinating meetings and attending functions as required to provide on-site assistance.
Key Qualifications:Your application must describe your qualifications as they relate to:
  • Considerable experience conducting background research to write and edit official documents for senior or elected officials (i.e., proclamations, lettings of greeting, congratulatory scrolls, and other formal business letters) with the ability to turn complex subjects into easily understood copy.
  • Considerable experience in a public relations, marketing, communications, journalism, public affairs and protocol, and/or international relations environment conducting research-related projects including the tracking, collecting, summarizing, analyzing and reporting of research findings.
  • Experience with various software applications including Microsoft Office Suite (Outlook, Word, Excel, PowerPoint), collaborative software (i.e., Confluence, JIRA, SharePoint), Adobe Acrobat Pro and database software (i.e., CCM Enterprise Suite, JIRA, Access).
  • Experience in digital asset management, content management, records management and/or database systems management.
  • Experience supporting the delivery of medium to large scale events.
You must also have:
  • Strong organizational skills with the ability to meet deadlines and assess priorities.
  • Strong writing and editing skills with a politically and culturally sensitive lens
  • Comprehensive knowledge of municipal governance policies, current political issues, and Toronto's local communities.
  • Excellent customer service and interpersonal skills with the ability to interact and communicate effectively with staff of all levels of the Toronto Public Service and members of the public.
  • Demonstrated ability in dealing effectively with political staff, diverse community stakeholders and senior management.
  • Superior research skills with the ability to conduct jurisdictional and environment scans, disseminate and organize information.
  • Strong analytical, conflict resolution and problem-solving skills.
  • Demonstrated ability to exercise sound judgement on issues of political and cultural sensitivity.
  • Excellent command of English with demonstrated skills to communicate in a clear, concise, and professional manner.
  • Excellent organizational and time management skills to effectively review large volumes of content with attention to detail.
  • Knowledge of continuous improvement processes and practises, legislation (i.e., AODA, Health and Safety) and familiarity with emerging trends in the relevant subject matter.
  • Ability to work in a high volume, high stress, and politically sensitive environment.
  • Ability to work variable hours and weekends as required, and travel for work if required.
