- Utility Permitting
- Lead analysis and reporting on permit applications, forecasting, and financial reconciliation, including ensuring timely and accurate billing of permitting fees.
- Provide front-line issue resolution by responding to inquiries, complaints, and escalations from stakeholders, including utility companies and the public.
- Inspection and Oversight
- Support inspection program delivery through scheduling coordination and performance tracking.
- Analyze and report on inspection volumes and backlogs, and audit inspection records to ensure compliance with documentation and quality standards.
- Respond to service requests, complaints, and escalations as required.
- Planning and Process
- Drive process improvements and support the implementation of technology, automation, and data-driven solutions to enhance operational efficiency and program effectiveness.
- Contribute to planning initiatives that advance the unit's long-term strategy.
- Lead and manage projects from initiation through to implementation, including developing project plans, monitoring progress, and providing status updates to senior leadership
- Conduct research, analysis, and reporting to support program improvements, policy development, and strategic initiatives
- Collaborate across divisions and with external stakeholders to coordinate capital and maintenance projects, ensuring effective communication and alignment
- Respond to inquiries and requests from elected officials, internal divisions, and the public, and support feasibility assessments for new initiatives
- Develop, maintain, and enhance program documentation, standard operating procedures, and training materials; deliver presentations and training as required
- Support procurement processes (e.g., RFPs, RFQs, tenders) and provide contract oversight to ensure quality, compliance, and effective delivery
- Monitor budgets and contribute to financial planning, including input into operating budgets and capital programs
- Supervise and provide direction to assigned staff, including project team members and students, and support team priorities as required
- Build and maintain strong relationships with internal and external partners, including agencies, boards, commissions, and community stakeholders
- Represent the unit in meetings, consultations, and other forums, and act as a resource on divisional programs and initiatives
- Considerable experience managing complex issues, complaints, and escalations involving staff, the public, contractors, and external stakeholders such as utility companies.
- Considerable experience in project management and coordination, with a demonstrated ability to lead projects from initiation through implementation with minimal direction.
- Post-secondary education in a related field such as administration, planning, engineering, construction, policy development, or an equivalent combination of education and experience.
- Experience interpreting technical drawings, specifications, and reports.
- Proven leadership ability, including providing direction, managing competing priorities, and delivering results in a deadline-driven environment
- Strong analytical, problem-solving, and decision-making skills, with the ability to exercise sound judgment on technical matters
- Experience with AutoCAD, MicroStation, SketchUp, and/or GIS tools (ArcGIS or QGIS) is considered an asset
- Knowledge of applicable legislation, standards, and regulations, including City of Toronto Standards and Specifications, OPSS, Occupational Health and Safety Act, Employment Standards Act, and AODA/IASR
