- Oversee all divisional operations to ensure performance aligns with company standards and expectations.
- Collaborate with Project Managers and Superintendents to develop and set project schedules.
- Develop and implement business strategies, processes, and procedures to improve divisional and corporate performance.
- Establish and implement departmental policies, goals, objectives, and procedures in coordination with the Vice President, executive team, Finance, Safety, HR, Quality Control, Environmental, and other departments.
- Coordinate with Project Managers, Area and Operations Managers, Safety, HR, site staff, and Quality Control on operational and personnel issues.
- Liaise with consultants, owners, clients, Superintendents, subcontractors, and other project stakeholders regarding safety, progress, scheduling, change orders, and other project matters.
- Plan, organize, and direct crews for road construction and paving projects.
- Regularly travel to worksites to provide frontline support to Superintendents, Forepersons, crews, and other staff on operational and safety issues.
- Troubleshoot project challenges such as adverse weather, scheduling conflicts, quality control concerns, labor issues, contractor/client disputes, and other unforeseen matters.
- Coordinate with Project Managers and Superintendents to optimize allocation of resources, materials, and labor to meet project timelines.
- Monitor, maintain, and update project schedules and related documentation.
- Ensure full understanding of and compliance with the company Code of Ethics; evaluate situations based on its principles.
- Examine engineering reports to ensure quality control requirements are met, and apply appropriate corrective action when necessary.
- Liaise with the Quality Control department to determine the project’s design criteria, life and minimum acceptable riding quality.
- In conjunction with various departments, perform internal Quality Assurance audits to ensure project operations are compliant with corporate policies, practices and procedures.
- Support continuous improvement initiatives by integrating quality control into the process.
- Promote and advocate quality achievements and performance improvements across the company.
- Foster a culture of continuous improvement and work with the company’s CIT team on various continuous improvement initiatives.
- Determine staffing requirements and oversee the interview, hiring, and training processes for employees.
- Serve as a liaison among the company, employees, third-party organizations, and the Human Resources Department on a range of HR matters.
- Ensure compliance with applicable employment laws and regulations regarding employee management, terminations, and resignations.
- Provide leadership and foster an open-forum environment for management and supervisory staff.
- Address and investigate employee concerns, ensuring timely and thorough follow-through from initiation to resolution.
- Collaborate with the Human Resources Department on employee development, recruitment, benefits, training, terminations, and investigations.
- Maintain active market awareness and secure a competitive position within the bidding process.
- Track market trends, competitors, and opportunities for growth within the division.
- Meet with clients, suppliers, and other stakeholders to review service needs, pricing, schedules, and future relationship opportunities.
- Network with local associations, industry groups, and key industry players.
- Represent the company at industry association meetings, seminars, and conventions.
- Champion a culture of Safety by promoting, executing and adhering to the company’s safety program, encouraging all employees, sub-contractors and consultants to adopt safety as a culture.
- Work with Safety Department to investigate damage, incidents or near misses in the worksite, and ensure proper procedures are carried out according to the Company’s Safety Program.
- Education, Training and Certifications
- Bachelor’s degree in Mechanical Engineering or equivalent experience.
- Proficiency in CAD software (AutoCAD, SolidWorks).
- Excellent problem-solving and communication skills.
- Valid Class 5 Drivers License.
- Bachelor’s degree in Civil Engineering, Construction Management, Civil Technology, or a closely related discipline.
- Master’s degree in Business Administration (MBA), Construction Management, or Engineering Management is preferred
- Professional Engineer (P.Eng./PE) or equivalent, Certified Construction Manager (CCM), Project Management Professional (PMP) preferred
- Valid Class 5 Drivers License.
- Minimum 5-7 years’ experience and proven track record in construction operations management within the road construction industry
- Preferred understanding of 5+ years in estimating and project management
- Travel required for job site visits and support
- Overtime as required
- Use of Personal Protection Equipment (PPE) is required
