- Post-secondary education in Public Policy, Business Administration, Information Technology, or a related field, or equivalent combination of education and experience.
- Extensive experience leading large, complex, enterprise-wide programs or portfolios, including strategic planning, prioritization, and delivery oversight across multiple projects and stakeholders.
- Considerable experience developing, implementing, and maintaining governance frameworks, policies, standards, and methodologies within a large organization.
- Considerable experience leading and developing multidisciplinary teams, including coaching, performance management, and fostering a culture of accountability, innovation, and continuous learning.
- Considerable experience managing project lifecycles, including scope, schedule, budget, risk, dependencies, and resource allocation across multiple concurrent initiatives.
- Experience engaging and influencing senior leadership, cross-divisional partners, and external stakeholders (e.g., government agencies, vendors, academia, non-profits).
- Demonstrated ability to provide strategic advice to senior leadership through analysis of complex issues, development of business cases, and recommendation of innovative solutions.
- Excellent communication skills, including preparing briefing notes, reports, and presentations for senior leadership and Council.
- Experience applying modern delivery approaches such as agile methodologies, human-centered design, and innovation practices within digital or technology environments.
- Knowledge of emerging trends in digital services, smart/connected communities, or urban innovation is an asset.
- Knowledge of public sector governance, legislative requirements, and accountability frameworks (e.g., procurement, privacy, audit, OHSA compliance).
