- Provide clinical expertise within Shared Health and in collaboration with Digital Health.
- Conduct clinical, business, workflow and gap analyses to ensure Shared Health goals are met and/or exceeded for patient care.
- Utilize clinical expertise to understand the needs required to deliver safe and efficient patient care in current state and translate these needs into future state when considering clinical application functionality.
- Translate the healthcare culture and clinical thinking process used by clinicians and integrate with technology solutions.
- Ensure that decisions for system configuration and workflow are standardized and based on sound principles, evidence-based practice, best practice, and meet data integrity requirements.
- Ensure that implementation and support is based on regional, provincial, and federal standards, and inclusive of professional designation and legislation.
- Conduct clinical analyses and provide expertise on outcomes relating to data, costs/benefits, enhancements to business processes, and regional/national benchmarking.
- Utilize clinical expertise to recommend optimal clinical testing requirements, workflow and roles within the acute care sector.
- Support clinical adoption activities through change management processes.
- Facilitate clinical system implementation and transformation activities throughout Shared Health and mitigate adoption obstacles as they arise.
- Conduct ongoing assessments and analyses for risks to patients, patient safety and clinical care decision making; develop contingency plans to mitigate or eliminate risks to ensure business continuity.
- Provide clinical strength, support and guidance in all aspects to new health system implementations for effective and efficient support while ensuring risk mitigation strategies are implemented.
- Provide clinical leadership, guidance, direction and work contribution to ensure a solid clinical application is delivered that meets the business needs and benefits patient quality of care delivery.
- Collaborate with appropriate Solutions Groups at Digital Health to ensure proper functioning and optimal implementations of the systems within Shared Health.
- Engage with Provincial stakeholders throughout implementation and enhancement processes in both project and operations environments.
- Contribute to and participate in the development and execution of clinical systems training.
- Minimum 5 years recent clinical experience and/or experience in healthcare projects and leadership.
- Minimum 2 years of experience working with EPR, EMR or other clinical information systems.
- Demonstrated staff level leadership capabilities and the ability to facilitate groups effectively.
- Demonstrated experience related to clinical information system implementation(s) or other health system transformation projects.
- Experience in providing clinical analysis, clinical business and work flow transformation and current state/future state/gap analysis to ensure Shared Health business goals are met and patient care in Manitoba is optimized.
- Experience translating the healthcare culture and clinical thinking process used by clinicians and melding this with technology solutions.
- Experience providing clinical leadership, guidance, direction and work contribution to ensure a solid clinical application is delivered that meets the business needs and benefits patient quality of care delivery.
- Experience with change management or project management methodologies, or working with a major project, an asset.
- Baccalaureate degree in Nursing, Allied Health, Clinical Informatics, or related discipline required.
- Formal education in Clinical Informatics, Business Administration, Computer Science, Project Management, or a related field an asset.
- Master's preparation in the above or related fields an asset.
- Project Management and Organizational Change Management training an asset.
- Current licensure with applicable regulatory body required.
- Member of a recognized Informatics Association an asset.
- CPHIMS certification an asset.
- Valid driver's license required.
- Advanced computer skills (MS Office, Outlook, Sunrise Clinical Manager or other electronic health record system).
- Excellent organizational, interpersonal, communication (written and verbal) skills.
- Demonstrated critical thinking, analytical, attention to detail, multi-tasking and problem-solving skills.
- Must be self-directed and able to work independently and in a team environment.
- Must be able to work flexible hours as required to accommodate service requirements of source system organizations.
- Must be able to work safely in a typical computerized office environment with frequent meetings throughout the organization, and to lift and carry items of up to approximately 10 kg.
- Interruptions to respond to questions are common; incumbent can schedule dedicated and focused time for planning and concentration.
