The HR Generalist - HR Programs provides project coordination and administrative support for HR initiatives and works closely with members of the HR team, supervisors, and senior officers to ensure that HR systems, personnel records, and documentation are accurate, standardized, and compliant with organizational policies, collective agreements, and applicable legislation. The position supports continuous improvement of HR processes by developing and maintaining standardized templates, tracking HR data, and assisting with program implementation and reporting.
This role contributes to the efficient delivery of HR services by maintaining personnel files, supporting performance management processes, coordinating training and learning initiatives, and assisting with HRMS and other organizational projects. While primarily focused on HR operations and programs, the HR Specialist may provide support to other HR functions as required.
The position is based upon a 35-hour work week, generally Monday to Friday. Assigned hours of work may vary based on organizational requirements and may on occasion include evenings and weekends to support HR initiatives, projects, or organizational needs.Please note that this job posting is intended to fill a vacancy.   • Support the implementation, administration, and ongoing maintenance of the Human Resources Management System (HRMS).
  • Assist with HRMS configuration, testing, data validation, and system updates.
  • Maintain HR data within HR systems and ensure accuracy and integrity of employee information.
  • Generate HR reports and data summaries as requested by the Director of Human Resources.
  • Provide coordination and administrative support for HR-related projects and initiatives.
  • Assist in documenting HR processes and procedures related to HR systems and programs.
  • Identify opportunities to improve HR operational efficiency through system enhancements and process improvements.
Performance Management
  • Administer and maintain the performance management system.
  • Track performance evaluation completion rates and generate reports for supervisors and senior leadership.
  • Maintain performance management templates, documentation, and guidelines.
  • Provide support to supervisors and employees regarding performance management processes and timelines.
  • Assist with updates and improvements to performance management tools and processes.
  • Maintain accurate records of performance evaluations and related documentation.
Learning and Development
  • Coordinate organizational training and learning initiatives.
  • Track employee training, certifications, and mandatory learning requirements.
  • Maintain training records and learning databases.
  • Assist in the development and coordination of learning and development programs.
  • Schedule training sessions and coordinate logistics with internal and external training providers.
  • Support initiatives related to employee development and organizational learning.
HR Operational Support and Administration
  • Standardize HR documentation including offer letters, employment letters, templates, and forms.
  • Maintain and update personnel files in accordance with collective agreements, policies, and legislative requirements.
  • Ensure employee records and HR documentation are accurate, complete, and properly filed.
  • Track documentation requiring expungement from employment records as required.
  • Maintain HR unit filing systems, both manual and electronic.
  • Prepare HR-related correspondence, reports, and documentation as required.
  • Provide administrative support to the Director of Human Resources and HR team as needed.
  • Assist with onboarding documentation and HR operational processes where required.
Compliance and Continuous Improvement
  • Ensure HR processes and documentation comply with applicable legislation, collective agreements, and organizational policies.
  • Assist in the development and implementation of standardized HR procedures and documentation.
  • Identify opportunities to improve HR processes and administrative efficiency.
  • Support HR initiatives and organizational projects aimed at improving HR service delivery.
  • Maintain confidentiality of all employee and organizational information.
Other
  • Work collaboratively with members of the HR unit to ensure efficient and effective HR operations.
  • Provide support to other HR functional areas as required.
  • Perform other duties as assigned.
QualificationsEducation
  • Post-secondary degree or diploma in Human Resources Management, Business Administration, Public Administration, or a related field.
Professional Designation
  • Certified Human Resources Professional (CHRP) designation required or actively working toward completion.
Experience
  • Minimum three (3) to five (5) years of progressive human resources experience.
  • Experience supporting HR programs such as HRMS, performance management, learning and development, or HR operations.
  • Experience coordinating HR projects or operational initiatives.
  • Experience maintaining personnel files and HR documentation.
  • Experience developing or standardizing HR templates, letters, or processes.
  • Experience working with Human Resources Information Systems (HRIS) and Microsoft Office applications.
  • Experience working in a unionized environment considered an asset.
  • Experience in the public sector or policing environment considered an asset.
