- Develop and implement a comprehensive recruitment strategy to attract top talent for various roles within the subway construction project.
- Collaborate with hiring managers to understand staffing needs, skill requirements, and project timelines.
- Utilize innovative sourcing methods to identify and engage potential candidates, including but not limited to ACCIONA tools & platforms, industry networks, and partnerships with educational institutions.
- Manage the end-to-end recruitment process, from job profiling and candidate sourcing to interview coordination, selection, and onboarding.
- Conduct thorough interviews and assessments to ensure the selection of qualified and culturally aligned candidates.
- Build and maintain a talent pipeline for critical roles, ensuring a proactive approach to future staffing needs.
- Foster strong partnerships with project leaders, hiring managers, and cross-functional teams to understand project goals and workforce requirements.
- Provide strategic guidance to managers on workforce planning, talent development, and employee retention.
- Drive initiatives to enhance employee engagement, satisfaction, and retention.
- Address employee concerns and proactively identify opportunities for improvement in the work environment.
- Ensure compliance with local labor laws and regulations.
- Collaborate with the HR team to develop, implement and drive HR programs, processes, policies, and procedures.
- Maintain employee files, records and other documentation.
- Participate in audits.
- Manage employee immigration cases.
- Other duties as assigned.
- In-depth knowledge of HR principles, employment legislation, and best practices, particularly within unionized and large-scale infrastructure or construction environments.
- Excellent written and verbal communication and presentation skills, with the ability to clearly convey complex HR concepts to a variety of audiences.
- Strong interpersonal skills with the ability to build and maintain relationships across multidisciplinary teams, including project leadership, technical staff, and external stakeholders.
- Demonstrated ability to develop and implement strategic recruitment and workforce planning initiatives aligned with project needs and timelines.
- Experience leading full-cycle talent acquisition processes, including job profiling, sourcing, interviewing, onboarding, and workforce forecasting.
- Ability to identify and address employee relations issues with professionalism, sensitivity, and discretion.
- Proven ability to foster a positive workplace culture, enhance employee engagement, and implement initiatives that support retention and morale.
- Comfort working in a fast-paced, high-pressure project environment with the flexibility to adapt to shifting priorities.
- Experience managing compliance with employment standards, labor laws, and immigration processes.
- Strong organizational skills and attention to detail, particularly in maintaining accurate HR documentation, records, and supporting audit processes.
- Positive and proactive work ethic, with a commitment to delivering results and continuously improving HR programs and practices.
- Individuals may be required to travel within Canada and elsewhere as directed.
- Positions hence individuals may be subject to relocation to projects and offices within Canada and elsewhere according to ACCIONA resource requirements.
- Minimum of 10 years of progressive Human Resources experience in a similar role, preferably within the construction or infrastructure sector.
- Degree or diploma in Human Resources or a related field is preferred.
- Proven experience as an HR Business Partner, ideally with a strong emphasis on recruitment within the construction or infrastructure sector.
- Deep understanding of talent acquisition strategies, innovative sourcing methods, and recruitment best practices.
- Exceptional communication, interpersonal, and negotiation skills, with the ability to build strong relationships across all levels.
- Thrive in a fast-paced, dynamic environment where adaptability and proactive thinking are key.
- Familiarity of local labor laws and employment regulations.
