- Forecast resource demands for the assigned work scope, including skills, capabilities, and durations.
- Defines the structure of the project team for their scope of accountability, including reporting relationships.
- Hires and releases staff, secondees and contractors from their team, as required.
- As required, negotiates with other Engineering Directors to optimize the use of available staff.
- As necessary, organizes and directs the development of project-specific training courses.
- Mentors and/or organizes mentoring of staff to maintain and improve staff performance and capabilities.
- Ensures all project training and qualification records are up-to-date, and required training and qualifications are completed/updated on time.
- Helps staff set SMART objectives aligned with project demands.
- Tracks, analyzes and develops/executes plans to improve project targeted Key Performance Indicators and objectives.
- Drives accountability by providing clear expectations and performance measures, meaningful feedback, recognizes and rewards achievements, and takes disciplinary steps when warranted.
- Develops and implements corrective measures to improve the performance of individuals.
- Provides feedback and effective recommendations into functional hire/fire processes.
- Responsible for project-related human resource issues and effectively manages and resolves work performance problems as they relate to the project working as appropriate with Functional Engineering.
- Provides day-to-day interpretation and application of the negotiated agreements with bargaining agents as they affect the rights, obligations, and working conditions of employees.
- Participates in the preparation of commercial and internal proposals and approves the technical content of proposals prepared under their direction.
- Participates in proposal reviews, as required.
- Provides overall technical direction for engineering work per the approved project scope & schedule.
- Provides oversight for onboarding of new staff & training.
- Supporting the Project Director in execution of the day-to-day oversight activities.
- Responsible for meeting the QA program requirements and change control process.
- Ensures that the deliverables from their team meet customer requirements specified in the contract and overall alignment with nuclear codes and standards.
- Responsible for the overall project engineering change control process, ensuring the design is defined, controlled, verified, and that all design inputs and interfaces are complete, substantiated and verified and its configuration managed.
- Responsible for technical integration and interface control both within the projects across the various disciplines involved, and with the client.
- Responsible for the selection and review for suitability of application of design methods, materials, parts, equipment, and processes that are essential to the safety-related functions of structures, systems and components.
- Ensures qualified and appropriate staff are working on the project and are assigned work within their experience and skills.
- Provides guidance, technical insights, supervision and feedback to the Technical Managers that are part of their team.
- Responsible for technical deliverables budget, schedule and quality.
- Ensures that the deliverables meet customer requirements specified in the contract and overall alignment with nuclear code and standard.
- Reviews and approve key technical documentation for the project, or phase of the project.
- Monitors the technical quality of engineering deliverables for the project, or phase of the project.
- Responsible for identifying and proposing improvements in the areas of project – both proactively and in response to customer requirements.
- Ensures security access requirements including need to know are implemented on a project.
- Interfaces with the Procurement Manager, Manufacturing Manager, Construction Manager and Site Engineering Manager for all site engineering matters in project, or phase of the project, as applicable.
- Liaises with the Project Director and senior executives regarding the technical quality of subcontracted engineering services.
- Liaises with external client engineering organization at the request of the Project Director regarding the technical matters.
- Communicates engineering issues and status to Senior Management.
- Supports Interface with Regulatory groups.
- Ensures Technical Integration between all project Stakeholders.

- University degree in an applicable field of engineering or science.
- Registered Professional Engineer in the Province of Ontario.
- At least 15 years of applicable engineering experience including applicable experience prior to engineering management roles.
- At least 5 years of experience in engineering management.
- At least 10 years applicable experience working on CANDU and/or LWR technologies.
- Demonstrated skills in the management of several complex technical projects, leadership, and leading multidisciplinary projects to a successful completion Sound knowledge of multiple engineering fields and of nuclear technologies.
- Demonstrated business acumen – the ability to think, plan and negotiate strategically with a strong commercial orientation and good understanding of financial measurements.
- Strong leadership and coaching skills in the development of team members and support staff.
- Strong communication (both verbal and written) and interpersonal skills.
- Excellent client focus and conflict resolution skills.
