If you're ready to make a meaningful impact and advance your career with a global infrastructure leader, we encourage you to apply and grow with us.Job DescriptionThe Procurement Manager will oversee all procurement activities related to heavy civil construction projects, within the Commercial Department, ensuring the acquisition of materials, equipment, and services is efficient, cost-effective, and aligned with project requirements. This role involves managing vendor relationships, negotiating contracts, and ensuring compliance with procurement policies and procedures.Key ResponsibilitiesDevelopment Phase:
  • Develop subcontracting strategies aligned with project goals, schedule, and budget requirements.
  • Identify potential subcontractors and suppliers capable of delivering the required services and materials.
  • Analyze project scope and contractual requirements to determine the appropriate subcontracting approach for each package.
  • Identify potential risks and liabilities associated with subcontracting activities and develop mitigation strategies to minimize exposure.
  • Participate in Working Group Meetings as required.
Evaluation of Procurement:
  • Prepare and issue requests for proposals (RFPs) and invitations to bid (ITBs) to prospective subcontractors.
  • Evaluate subcontractor proposals, qualifications, and pricing to ensure compliance with project requirements and budget constraints.
  • Conduct thorough bid evaluations, including technical assessments, capability reviews, and risk analyses, to select the most qualified subcontractors.
Contract Administration:
  • Negotiate subcontract terms and conditions, scope of work, pricing, and deliverables to achieve favorable contractual agreements.
  • Review and finalize subcontract documents, including agreements, change orders, and other contractual instruments.
  • Ensure compliance with legal and regulatory requirements, as well as company policies and procedures, throughout the subcontracting process.
Risk Management:
  • Assess subcontractor performance, financial stability, and insurance coverage to mitigate project risks and ensure contractual compliance.
  • Implement effective contract management practices to monitor subcontractor performance, track deliverables, and address issues in a timely manner.
Relationship Management:
  • Cultivate positive and collaborative relationships with subcontractors, suppliers, and other project stakeholders to foster a productive working environment.
  • Serve as the primary point of contact for subcontractors, addressing inquiries, resolving disputes, and facilitating communication throughout the project lifecycle.
  • Promote fairness, transparency, and integrity in all subcontracting transactions and interactions, maintaining the reputation and credibility of the project team.
Cost Control:
  • Monitor subcontracting costs and expenditures to ensure alignment with project budgets and financial objectives.
  • Identify cost-saving opportunities and value engineering initiatives to optimize subcontracting expenditures while maintaining quality and performance standards.
  • Collaborate with project controls and finance teams to track subcontracting costs, analyze variances, and forecast future expenditures.
Document Control:
  • Ensure compliance with subcontracting agreements, regulatory requirements, and industry standards, including labor laws, safety regulations, and environmental regulations.
  • Maintain accurate and up-to-date documentation of subcontracting activities, including contracts, correspondence, change orders, and payment records.
  • Prepare and submit required reports, certifications, and documentation to regulatory agencies, project owners, and other stakeholders as needed.
Knowledge, Skills, And Abilities
  • Well-developed interpersonal skills with strong written and verbal communication abilities.
  • Knowledge of appropriate suppliers and subcontractor services.
  • Negotiating with current and potential suppliers to obtain most favourable price and terms.
  • Ensuring compliance with Supply Chain vendor accreditation process.
  • Advising project team of critical information, such as specification changes, delivery status, price changes, etc.
  • Oriented towards the internal/external customer.
  • Strong communication skills, dealing tactfully with employees, visitors and customers.
  • Knowledgeable on office methods and procedures, equipment and filing systems.
  • Communicates with supervisor and co-workers daily to resolve issues/problems as they arise.
Required Skills and Competencies
  • Bachelor’s degree in supply chain management, Business Administration, or a related field.
  • Minimum of 10 years of experience as procurement Manager in a project above 400 M~$
  • Strong knowledge of procurement practices, contract management, and vendor relations.
  • Proven experience in managing procurement for heavy civil construction projects.
  • Excellent negotiation, communication, and interpersonal skills.
